From her teenage years, Tracy devoted herself to the arts, exploring painting and mixed media with a passion that became her life’s signature. Her work—colorful, expressive, and filled with emotion—reflected the vibrant spirit she carried into every room she entered. As a former legal secretary who later embraced her artistic calling more fully, Tracy inspired many through her exhibitions and the heartfelt stories embedded in each piece she created.

Tracy is survived by her daughter, Sabrina Kelly, and son‑in‑law, Bruce Kelly; her son, William Wood Harter, and daughter‑in‑law, Monica Harter; and her grandchildren, London, Emerson, and Brandon, her sister, Confetti Maria Winslow and brother-in-law, Bert Winslow, who each carry forward her legacy of creativity and compassion.
Her spirit continues to shine through the art she leaves behind and in the hearts of all who had the privilege of knowing her. Tracy’s memory will forever remain a source of inspiration, color, and light.
